Document Description
The project is a joint venture between the California Department of Forestry and Fire Protection (CDF) and the USDA Forest Service - Tahoe National Forest. Improvements on the existing Emergency Communications Center (ECC) located next to the Nevada County Airport at 13102 Loma Rica Drive in Grass Valley are proposed. Expansion and remodel of the existing dispatch center includes an approximately 2100 square foot building addition and a connecting breezeway between the existing dispatch center and warehouse buildings. The area of new construction is currently paved and associated with the existing administrative site. Some minor grading and fill work may be necessary to accommodate water, electrical, sewer, and phone lines, although these items currently exist on the site.

Reasons for Exemption
Section 15303(c), New Construction and Conversion on Small Structures: The project size is under the 2500 square foot floor space size requirement for this Class 3 Categorical Exemption. There will be no new changes in ground disturbance as the area was previously paved during the original development of the site in the 1980s. This is a joint project between the USDA and the CDF therefore it also qualifies for a Categorical Exemption under the National Environmental Protection Act (NEPA). Documentation categories that are excluded from an Environmental Assessment or Environmental Impact Statement under NEPA include: 31.1b.3, which states, "repair and maintenance of administrative sites", and 31.2.3h, which states, "Approval, modification, or continuation of minor special uses of the National Forest Systems lands that requires less than five contiguous acres of land." The Tahoe National Forest filed a NEPA Categorical Exemption for this poject. There are no extraordinary circumstances or conditions related to this proposal that might cause the action to have significant effects. No negative effect to any species of concern, including threatened or endangered flora or fauna, or their habitat is anticipated.
