Document Description
The proposed project will involve drilling and operation of an estimated 10 to 20 irrigation production wells within the Tulelake Irrigation District. Wells will be drilled using a large well drilling rig. Drilling will occur 24 hours a day for two to three weeks at each of the proposed well locations. Unavoidable site impacts include minor disturbance of the ground surface within and adjacent to the drill location and a temporary increase in noise levels during drilling, development, and installation of the well. The project purpose is to develop groundwater supply to mitigate emergency conditions related to zero water deliveries available to the Tulelake Irrigation District from Upper Klamath Lake and the Klamath River.

The Governor of the State of California has declared a State of Emergency in the project area and has authorized efforts to remediate the local drought conditions. Emergency actions related to an emergency are statutorily exempt from CEQA including: 1) actions related to emergency repairs to public service facilities necessary to maintain service, 2) projects to maintain, repair, restore, demolish, or replace property or facilities damaged or destroyed in an area proclaimed as an emergency by the Governor, or actions, and 3) actions necessary to prevent or mitigate an emergency.
