The project sponsor, Ascend Development HWD, LLC, has proposed the Ascend/Valley Oil Project to meet the following objectives:
* Satisfy demand for additional hangar space at HWD
* Provide hangars that meet the space and facility requirements of corporate/business jet owners.
* As required by the Federal Aviation Administration, increase revenue to HWD in order to maintain its financial self-sufficiency.
