Document Description
The project proposal is to adopt a comprehensive amendment to the Housing Element of the Los Angeles County General Plan for the planning period 1998-2005. This Revision 3 to the Housing Element contains revised policies, new quantified short-range housing objectives, and revised and expanded housing programs. The housing construction targets assigned to the County as its regional "fair share" totaled 52,232 dwelling units. The Element provides details regarding the location of vacant sites that could accommodate most of these units. Implementation programs, particularly Program No. 44, indicate the need to rezone vacant sites to higher density to accommodate as many as 15,961 multi-family housing units for low and very-low income households. The element further identifies constraints to housing production and recommends actions for removing or reducing their impact.
