The existing Norwalk Redevelopment Project Area Nos. 1 & 2 and proposed Norwalk Redevelopment Project Area No. 3 (the "Project Areas"), are almost entirely developed with urban uses, including a wide mix of residential, commercial, industrial, professional office, and public land uses. Existing development consists of Civic Center facilities, highway-related commercial services, low-density residential neighborhoods, areas that are transitioning from residential to commercial uses, commercial shopping centers, light and heavy industrial/manufacturing uses, and County facilities. General Plan designations include Low and High Density Residential, General Commercial, Neighborhood Commercial, Professional Office, Light Industrial, Heavy Industrial, and Open Space/Schools/Public Facilities. Existing zoning reflects these General Plan designations.
Document Description
The Project involves the adoption of a proposed Redevelopment Plan for Norwalk Redevelopment Project Area No. 3, and amendment of the two (2) existing Redevelopment Plans for the two existing project areas to extend certain time limits, and the merger of all three project areas. Although no development or construction is proposed at this time, the continued implementation of the existing Redevelopment Plan, as well as the proposed Redevelopment Plan, is expected to facilitate commercial, industrial/manufacturing and residential development in the Project Areas in conformance with the Norwalk General Plan, to address various environmental issues, and to mitigate existing public infrastructure system deficiencies. The primary purpose of the Redevelopment Plans continue to be the elimination of physical and economic blighting conditions that hinder the full development of the Project Areas.
