Irrigated agriculture and grazing are the main land uses in the project area. Most of the project area is zoned as "A" Exclusive Agriculture, and is given a "Resource" designation in the Kern County General Plan.
Document Description
The proposed project contains two components: (a) Laval Farms, the farming subsidiary of Tejon Ranchcorp (TRC), Water Management and Exchange, including water right applications to the SWRCB, and (b) WRMWSD's 850 Canal/Reservoir No. 1 Pump-back. TRC is proposing a long-term Water Management and Exchange to formalize its current and future agricultural water management practices. The Water Management and Exchange consists of two main components: (1) formalizing TRC's present diversions and re-diversions of water from local streams and beneficial uses of this water for agricultural, resource and irrigation purposes, as specified in the SWRCB Applications 30325 to 30329 and 31043 to 31048 and a Memorandum of Understanding between WRMWSD and TRC; and (2) establishing a long-term agreement between TRC and WRMWSD that is similar to WRMWSD's current User Input Program. TRC would construct ten new pipelines and nine new weirs to divert water from local creeks as part of the proposed project. WRMWSD proposes to construct a pump-back facility to pump water from the 850 Canal into Reservoir No. 1 during off-peak energy use hours. The pump-back facility would require the replacement and extension of an existing pipeline and the installation of a new pump station and possibly a hydroelectric generator to produce electricity.
