Document Description
The City of Palo Alto proposes to install four temporary, portable, diesel 1.35-MW generators at the Muncipal Service Center at 3201 E. Bayshore Road. The back-up generators would be used during Stage 3 electric shortages when the California Indepedent System Operator(ISO) has required Palo Alto to curtail load on the electric system. The City of Palo Alto would use the back-up generators to reduce rolling blackouts. The proposed project will also involve the relocation of four existing transformers and the construction of a 12 kV overhead distribution tap line to East Bayshore Rd.

The temporary, portable, diesel generators are consistent with the intent of Executive Order D-26-01, declaring the review of peaking or renewable power plants that can be on-line by July, 2001 to be exempt from CEQA. The order cites the energy supply emergency that "poses a threat to public health, safety, and welfare, and requires the siting of new power plants that can be on-line to avoid electricity supply shortages this summer and next.
