Reasons for Exemption
The project consists of a minor alteration to existing facilities of a water service utility (see paragraph b in Section 15301) involving no expansion of an existing use. The electric power generator will be used as an emergency back-up generator in the event of power loss not within the District's control (e.g. regional rolling black-outs) and as otherwise needed to ensure necessary operations of existing water well pumps. All improvements will occur on existing well sites and within existing water line rights-of-way.
