This initial study and proposed negative declaration address the potential environmental impacts of Western Canal Water District (WCWD) participating in the 2001 Dry Year Purchase Program. WCWD would provide 16,754 acre-feet of water to the Program by fallowing 5,077 acres of agricultural land currently in rice production. This water would be used by seven agencies that anticipate water shortages this year due to reductions in their entitlement allocations.
