The proposed projects consist of two adjoining residential subdivisions (Edgewood Estates and Rathgar Court) within the unincorporated community of Palomar Park, San Mateo County. Each of the proposed subdivisions is described in detail below. The proposed Edgewood Estates project consists of a 13-lot single-family residential subdivision on a private gated road, with lot sizes ranging from 20,040 square feet to 31,823 square feet (see Figure 3). Lots are proposed to be located on both sides of a new curvilinear cul-de-sac, which would be 22 feet wide with a five-foot wide asphalt sidewalk on one side and no street lights. The lower portion of the proposed cul-de-sac would be located in place of the existing on-site road that leads to the two existing residential units. All utilities would be located under the cul-de-sac, including water, sewer, natural gas, electricity and telephone. Storm drain inlets would be provided along the lower portion of the cul-de-sac to convey storm water runoff to a 12-inch storm drain, and then to an on-site retention basin proposed to be located within Lot No. 13 near the gated entrance. Storm water runoff would then be piped off-site to an existing 18-inch storm drain located in Edgewood Road. Site access is currently available from Edgewood Road. Septic systems are used for wastewater disposal, and water service is tapped directly from the Hetch-Hetchy water lines, which are located approximately 120 feet south of the site. Electricity, telephone and television service are provided from overhead lines, whereas natural gas is delivered to the site via an existing underground line. The proposed Rathgar Court project consists of a five-lot single-family residential subdivision on a private road, with lot sizes ranging from 20,100 square feet to 21,900 square feet (see Figure 4). The on-site portion of the private road would be 22 feet wide with a five-foot wide asphalt sidewalk, and would end with a cul-de-sac with no street lights. The off-site portion of the private road situated within SFWD lands would be 22 feet wide with no sidewalk, and would continue to provide access to the adjacent single-family residence located at 1708 Edgewood Road. The five-lot subdivision is proposed to surround the cul-de-sac. Proposed utilities include underground water lines, sewer, storm drain and natural gas, as well as electricity, telephone and cable television via overhead lines. Storm drain inlets would be provided along the lower portion of the on-site road, which will convey storm water runoff to an underground detention storage pipe beneath the road, and eventually to an energy dissipator.
