The purpose of this EIR is to provide an analysis of the development of seawalls and seacave plugs and fills associated with the City's Shoreline and Coastal Bluff Protection Ordinance adopted on May 16, 1994. An EIR was not prepared at the time the ordinance was adopted. Under the ordinance, the city is allowed to issue Special Use Permits to allow construction of permanent "hardscape" protection devices along the Solana Beach coastline to protect the public interest and to preserve private property due to coastal bluff instability. The beneficiaries of the Project include the City of Solana Beach, its residents, and the general public.
