Document Description
The area along Federal Boulevard between College Avenue and MacArthur Drives floods during heavy rains. Water, which is north of State route 94, is conveyed under the highway by two 36-inch culverts. This water and water from the local area contributes to the flooding in this area. This flooding is so severe that it requires Federal Boulevard be closed during large storms. The project proposes to improve the storm drain system by constructing 280 feet of 66-inch diameter and 1,120 feet of 60-inch diameter reinforced concrete storm drain along Federal Boulevard in an existing underground sanitary sewer alignment between the storm drain outlets under SR-94 just south of College Avenue to an existing drainage channel at the northeast corner of Central Avenue. The project includes the construction of a headwall, erosion protection wall with security railing, a concrete apron and the placement of 1/4 ton of riprap at the mouth of the existing culvert within the existing drainage channel. This stormdrain project is being coordinated with a street improvement project and a sewer improvement project. The street improvement and sewer improvement project has been issued a Categorical Exemption. The project is located on Federal Boulevard between Central Avenue and College Avenue within the public right-of-way, City of Lemon Grove.
