Planning Area 9A is a portion of the larger Northern Sphere area, for which the zoning and general plan amendments were approved by the City Council in June 2002. In June 2003, the Planning Commission approved Vesting Tentative Tract Map 16339, the master subdivision for Planning Area 9A, which identified a total of 4,271 units, along with park, school, and commercial sites within the 636 acre planning area. The current master plan applications represent a combination of 287 single-family detached homes within portions of PA 9A previously subdivided under Tract 16339 and a further subdivision of the inner loop portion of PA 9A to allow for 772 condominium units.
