Alter the streambed and banks through the development of Phase I1 of The Irvine Company's Planting Area 6 (PA 6) residential housing development, impacting Bee Canyon Wash, Round Canyon Wash, and various unnamed drainages within the San Diego Creek Watershed. This phase of PA 6 is known as the Lomas Valley, Center Village, and Park Village Project (Project). The proposed project will require the filling of four jurisdictional drainages and the modification of the Marshburn Retarding Basin.
