Document Description
As part of Memorandum of Understanding of 1988 between The Irvine Company (TIC) and the City of Irvine, TIC committed to the dedication of the Jefferey Open Space Spine (JOSS). The JOSS consists of a passive open space corridor averaging 300' along the eastern side of the portion of Jeffrey Road from the Santa Ana (I-5) Freeway to the NCCP dedication area. In 1995, in an agreement with County of Orange, TIC agreed to dedicate an additional 25' as permanent open space, for a total width of 325'. The adopted zoning for the Northern Sphere area required an average width of 325 feet, with an allowance for a reduction in acreage in conjunction with the provision of amenities and improvements equal to the dollar value of the amount of acreage decreased, consistent with the City's park dedication requirements. The required minimum Spine width is 200 feet, except at the County flood control facilities between Trabuco Road and Bryan Avenue, where the required width is reduce to 50 feet. The City of Irvine is seeking approval of a Park Plan which will cover the 96 acre portion of the Jeffrey Open Space Spine north of the I-5 Freeway. The City is considering demolition of the Irvine Valencia Parking House as part of project implementation, the effects of which is evaluated in the Northern Sphere Supplemental EIR.
