The proposed project consists of a pre-zone, General Plan Amendment (GPA) and Zone Change (ZC) for the eventual annexation and development of planning areas 5B, 6, 8A, & 9. The GPA requests to transfer Agriculture to Residential, Multi-Use Commercial, Research & Industrial and Open Space and change Jeffrey Road from a 6- to 4-lane arterial. The ZC will change areas designated Development Reserve and Exclusive Agriculture to Low, Medium, & Med.-High Residential, Multi-Use, Recreation, General Industrial, and Medical and Science. (see IS)
