Document Description
Grant of a temporary emergency Hazardous Waste Treatment Permit to Sierra Army Depot to explode in place eight unexploded ordnance. The items are Hexachloroethane smoke projectiles discovered during a scheduled search for unexploded ordinance in the area of the Depot routinely used for open burn/open detonation of waste military munitions. The emergency permit is needed because normally this type of item would be shipped to another facility for treatment. However, the U.S. Army and the Department of Toxic Substance Control have determined that the projectiles are not safe to move to the demolition area because of their deteriorated condition. The items were discovered on April 2, 2001. The permit is effective from April 9 to April 20, 2001.

Reasons for Exemption
The project is to mitigate a hazardous condition. The items are too unstable to safely store, handle, or transport. The action is being taken immediately to prevent injury to facility personnel or damage to property or the environment. The project does not include construction activities. Detailed procedures for protection of worker and public health and safety will be followed. No significant environmental impacts are anticipated because the project is in an area that has been previously disturbed, the site is remote and no sensitive habitats or cultural resources have been identified in the area.
