The Amendment to Waste Discharge Requirement allows the landfill to accept inert to waste and until final grades are achieved, and allows the use of treated soils for the landfill cap foundation layer. The purpose of this project is to protect quality and beneficial uses of waters of the State of California. Beneficiaries of this project will be the people of the State of California.
