Unit X is a sewer line in Wildwood Park built in the early 1960s. Approximately 400 feet of 12-inch concrete pipe has deteriorated due to the action of sewer gases. The City plans to excavate and replace the pipe.

This exemption specifically allows the reconstruction of deteriorated public and private infrastructure facilities, such as wastewater interceptor pipeline and manhole structures, when there is no significant expansion of use beyond that existing at the time of the lead agency's determination. The project has been designated in such a manner as to avoid the removal of any native oaks or significant landmark trees. No known archaeological or historic resources exist in close proximity to the project site.
