Document Description
This is an existing project consisting of the storage of less than 5,000 waste tires in an existing salvage yard. Waste tires have been stored at this site since prior to 1990 with no substantial change in the design or operation subsequent to January 1, 1990. Issuance of a Minor Waste Tire Facility Permit by the CIWMB will allow Barstow Truck Parts and Equipment to continue storing up to 4,999 waste tires so long as they comply with certain standards specified in their Minor Waste Tire Facility Permit.

Reasons for Exemption
PRC Section 42812 states that Division 13 (commencing with Section 21000) of the Public Resources Code does not apply to the issuance of a permit for the operation of an existing waste tire facility permit pursuant to this chapter, except as to any substantial change in the desing or operation of the waste tire facility made between January 1, 1990 and when the permit is issued. The permit issued by the California Integrated Waste Management Board does not reflect or entitle a change in the existing design or operation of the facility.
