Document Description
The project consists of various modifications, repairs, and rehabilitation of the day use, picnic, entrance station and realign the road between Highway 89 and the Carriage Barn. Some unpaved areas traditionally used for parking will be paved and brought up to erosion control standards. This includes 150 car and bus visitor parking area, which will be in an unpaved area used for summer parking. Other areas that have been used for parking and circulation will be restored to a native condition. The current entrance station will be relocated to its original site on the mansion grounds. A decomposed granite hiking trail will be constructed to the beach on an existing uniproved trail alignment. The project will also include visitor comfort stations, improvements to the park's sewer system and other utilities, and installation of 30 new picnic sites.

Reasons for Exemption
The project consists of the rehabilitation of the facilities within an existing park. All paving will occur on currently distrubed soil; the capacity of the park will not be increased; and the historical features of the grounds will not be effected by the improvements. The project addresses safety, access, soil erosion, water quality, and utility capacity issues within the park. All improvemtns will be in compliance with the requirements of the Tahoe Regional Planning Agency and Lahontan Water Quality Control Board. A minimum of trees will be removed to implement the roadway and parking improvements.
