Frontier Construction requests Use Permit and Reclamation Plan approval for an open-pit gravel quarry within 40 acres of a 100-acre ranch. 1.6 million tons of material are planned for harvest over a 20-year mine life. Annual production is estimated at 50,000 to 100,000 tons. Quarrying activity would concentrate on the easterly slope of a small bedrock knoll. Excavation, rock screening, crushing, and stockpiling are planned. Some limited blasting may prove necessary to loosen bedrock for harvest. A stormwater detention basin and sediment pond are planned to capture runoff and fine sediments byproduct. All stationary and mobile equipment is to be diesel-powered. No batching of any kind is proposed. No on-site fuel storage is proposed initially, but a temporary above-ground tank may be added if warranted. Quarry activities, including crushing and washing and material transport, would be limited to the hours of 6:00 am to 7:00 pm. An exception to this limitation is proposed to allow for the ability to operate without time constraint when fulfilling material orders for public projects. This would enable the site to fulfill large contract opportunities, such as CalTrans or ones proposed by other public agencies. These extended hours would not apply to material transport.
