The 1996 General Plan designates the 78 acres as Resource Production and lies adjacent to but outside the Tamarack community Center as identified in the 1984 Ebbetts Pass Highway Special Plan. The 78 acres is currently zoned Unclassified which allows one dwelling as a permitted use. Any change or development of the property is required to have the zoning changed to the appropriate zone district for the new use consistent with the general plan. Rezoning to Recreation will satisfy this requirement of the County Zoning Ordinance. The property contains an alpine meadow and includes granitic rock outcroppings moderately forested commonly found at the 7,200 foot elevation in the Sierra Nevada Mountains. The two parcels containing a total of 7.5 acres house the existing Tamarack Lodge facilities and parking lot. These lands are part of the Tamarack Community Center identified in the 1984 Ebbetts Pass Highway Special Plan and are consistent with the plan. The Tamarack Lodge is currently zoned General Commercial-Planned Development (C2-PD) zone, and the lodge is a permitted use. The applicant includes providing 200 to 250 offsite temporary visitor parking spaces on the lodge property requiring the establishment of the Parking Overlay (PX) zone resulting in the C2-PD-PX zone for the 7.5 acres.
Document Description
The applicants are requesting an amendment to the 1984 Ebbetts Pass Highway Special Plan from Resource Production to Recreation for 78 acres. Concurrently, a rezoning application is being requested from Unclassified Zone to Recreation Zone for 78 acres and rezoning of 7.5 adjacent acres from General Commercial-Planned Development (C2-PD) Zone to General Commercial-Planned Development-Parking Overlay (C2-PD-PX) Zone. In addition, the applicants are requesting a Conditional Use Permit to allow seasonal outdoor musical events, parking, and a campground with all attendent facilities for the patrons in the proposed REC and C2-PD-PX zones. The concert site will consist of a portable stage with lights and speaker system; 1 portable restroom per 50 attendees; use of a 2 acre portion of a meadow for the seating area with an estimated capacity of 3,500 persons; development of a campground with access provided off former logging haul roads for a maximum of 1,260 car campsites in clusters along 7,000 lineal feet of forested access roadway; 40 vendor booth spaces of all types including 6 food vendors, 30 craft vendors, and services for the attendees; offsite day-use parking of 200-250 overflow parking spaces at the Tamarack Lodge property.
