The Project includes adoption of the Heart of the City Specific Plan; creation of a new "Heart of the City" Redevelopment Project Area; amendment of the City's General Plan and Zoning Ordinance for consistency with the Heart of the City Specific Plan (including amendment to the Zoning Map designations for property in the Project area); amendment of the Coastal Land Use Plan and adoption of the Implementing Ordinance for the Coastal Land Use Plan; private development of certain parcels within the project area; public facilities upgrades (including a new fire station, water and storm drain system improvements, street and pavement improvements, public art, and street furniture); relocation of the boat hoist; demolition or relocation of existing structures and utilities; creation of a transit center; and other related actions.
