Document Description
This project consists of constructing a storm drain outfall to the Laguna de Santa Rosa in Cotati, Sonoma County. The outfall is located west of Highway 101 and east of Stony Point Road on the south bank. The outfall will drain the proposed Kandy Business Park on the north side of Hellman Lane west of Highway 101. The storm drain will be a 36-inch conduit with rock energy dissipation built to the standards of the Sonoma County Water Agency. The Laguna de Santa Rosa at the project site provides upstream and downstream passage for steelhead trout which spawn and rear in Copeland Creek. Summer conditions in the Laguna de Santa Rosa are too warm to provide any steelhead rearing habitat. The project area is likely to support poulations of western pond turtles which are a species of special concern. The summer fish population in the project area is dominated by common carp and bullfrogs. The California Department of Fish and Game is executing a Lake and Streambed Alteration Agreement number R3-2001-0013 pursuant to Section 1603 of the Fish and Game Code to the project operator, Buck Oats/Kandy Investments, Inc..
