Kern Water Bank Authority will provide a back-up water supply for Pastoria Energy Facility, LLC. Consistent with Section 15271, such activity is for purchase of water for a thermal power plant which is subject to further environmental review under a certified program pursuant to public Resources Code 21080.5 prepared by the State Energy Commission (See 15251(k)).
