The proposed project includes General Plan/Otay Ranch General Development Plan (GP/GDP) Amendments that address the following elements: 1) Realignment and reclassification of circulation element roads; 2) reconfiguration of Village boundaries; 3) reorganization of land use designations; and 3) Amendments to the Otay Ranch Village Phasing Plan. The proposed project also includes implementation of the proposed Village 11 Sectional Planning Area (SPA) Plan, and a conceptual tentative map.
