(a) Precise Development plan for the development of a heavy duty truck sales and service facility; and (b) a variance to the Zoning Ordinance to allow a reduction in the number of required parking spaces from 142 to 89 in a M-2 PD (Medium Industrial - Precise Development) District. Intent is to develop a 8.95 acre site to allow for the relocation of an existing heavy-duty truck sales and service facility currently operating on Golden State Highway south of Seventh Standard Road. As proposed, development would entail the construction of a 44,208 sq. ft. building to be utilized as follows: 6,986 sq. ft. for shop for office; 23,900 sf for shop purposes; retail; and 6,812 sf for storage. Development would also include 304,596 sf of parking and a 16,733 sf onsite drainage sump. Bakersfield Truck Center is a Freightliner Trucks dealership that currently operates in three shifts, twenty-four hours per day, five days a week. No charge in the days and hours or operation is proposed. The applicant estimates that the number of employees on each shift at the new facility will be as follows: day shift-40 to 45; evening shift- 10 to 15; and night shift- 5. Water supply and sewer disposal for the facility would be Oildale Mutual Water Company and individual septic tank, respectively. Vehicle ingress and egress would be via Golden State Highway which is designated as a collector alignment by the Circulation Element of the Metropolitan Bakersfield 2010 General Plan.
