The project site consists of ~49 acres of agricultural land bordered by MacArthur Boulevard on the south, Bear Street on the east, Alton Avenue on the north, and institutional uses and Greenville Street on the west. The Land Use Element of the General Plan designates the site as Low Density Residential (LR-7), and the existing zoning is Specific Development-4 (SD-4). In 1977, the City adopted Ordinance No. NS-1362 providing specific development regulations for the project area. The site is not located within any adopted specific plan, redevelopment project area, or enterprise zone; however, the property has been identified as a District within the Urban Design Element of the General Plan.
Document Description
The proposed project includes the development and subdivision of a 49-acre parcel of land, known as the Armstrong Ranch, in the City of Santa Ana. The eastern portion of the project site will consist of 160 single-family homes, with an average lot area of nearly 6,200 square feet. Landscaping and recreational facilities will cover more than 2 acres, and streets and sidewalks will utilize about 7 acres, for a total of approximately 31.9 acres. A gated entrance from Bear Street will be landscaped, and a perimeter masonry wall with exterior landscaping will surround the development. Easements will be provided for connections to existing utilities, and emergency access routes will be provided. Development for the 15-acre central portion of the site will consist of church facilites for the Roman Catholic Diocese of Orange County. The church facilites will include a church, Bishop's residence, campanile (bell tower), hall, meeting rooms, day care and preschool facilites, and offices. The building complex will be connected by extensive landscaped plazas, fountains, and pedestrian walkways. The project will be served by vehicular entrances and exists at MacArthur Boulevard and Alton Avenue, a passenger drop-off area, and parking north and east of the church facilites. The western portion of Armstrong Ranch, comprising 38.9 acres, is reserved for future public use.
