The City of Larkspur will be preparing an environmental impact report (EIR) for the 2000 Larkspur Landing Circle project application submitted on October 1, 2000 by Campus Cornerstone Larkspur, LLC. The applicants seek approval to develop a mixed use project on about 10.3 acres at 2000 Lakespur Landing Circle, across Sir Francis Drake Boulevard from the Larkspur Ferry Terminal. The project is comprised of five components: 1) a 150-room hotel; 2) two office buildings totaling about 180,000 gross square feet; 3) seven housing units; 4) new offices and maintenance facilities for Sanitary District No. 1; and 5) shared surface and structured parking for up to about 620 vehicles. The hotel would be a 4-story building with basement service areas and would include a restaurant, cocktail lounge, typical retail, and meeting rooms. The two office buildings each would be 4 stories, with about 82,000 square feet of office floor area. The two buildings would be located in the southwest corner of the site, closest to Sir Francis Drake Boulevard. The applicant proposes to offer the approximately 1/2 acre housing site, located in the northwest corner of the site near Lincoln Village Circle, to a non-profit housing developer for affordable housing. The Sanitary District facilities would be split, with the 2-story office building and employee parking facilities to be located near Larkspur Landing Circle and the project entrance, and the maintenance facilities: a recessed surface lot with about 237 spaces for shared use by employees and visitors to the hotel and office components of the project, a 3-story parking structure with about 342 spaces also for the hotel and office components, a 32-space surface lot for Sanitary District employees and visitors, and 19 spaces for the housing component of the project.
