Installation and operation of a composite landfill liner system, and leachate collection and removal system in a new 25-acre disposal unit; use of a pre-engineered building with a tipping floor, conveyor and a trash baler; use of area type bale fill disposal with use of a heavy tarp as alternative daily cover (ADC); increase in Landfill design capacity from 14 million cubic yards (MCY) to 19 MCY; designation of refuse placement up to approximately 60 feet above grade to a maximum elevation for refuse and cover material/cap of 2560 feet above mean sea level (MSL); and designation for estimated remaining site life of 280 years.
