Document Description
The project proposes a minor subdivision of a 1.06 acre parcel into three single-family residential lots that is part of the Spring Valley Community Plan. The project site is zoned as RS4, Residential use with a General Plan designation (5) Residential. The density of the proposed project is consistent with the General Plan that allows a maximum density of 4.35 dwelling units per acre. The three parcels will be accessed by an unnamed private road that will gain access from the unnamed existing 40-foot road easement that is just south of Hillside Drive. The project is within the Metro-Lakeside Jamul segment of the MSCP Subarea Plan. The project will impact 1.00 acre of non-native grassland that is defined under the biological Mitigation Ordinance as a Tier III habitat that will require offsite mitigation at a 0.5:1 ratio in a pre-approved mitigation bank.
