The project involves constructing a sewer system to replace the septic systems in the El Rio commmunity to comply with the Los Angeles Regional Water Quality Control Board Resolution No. 99-13. The Resolution states that the Los Angeles Regional Water Board finds substantial evidence that discharge from septic systems in the project area have, and will result in, violation of water quality objectives for pathogens and nitrates, which impair both present and future beneficial uses of water.
