The proposed Capistrano Valley Water District Desalter (RO/DBOF) Project will result in construction and operation of a reverse osmosis plant for demineralization of brackish groundwater in the southern San Juan Basin to produce 5.1 mgd of reliable domestic water. The desalting facility will consist of the 5.1 mgd reverse osmosis facility, a chemical storage and pretreatment building, a pump station and associated pipeline, a product water pipeline, and related parking facilities. Treated water from the Desalter Facility will be pumped to the existing Capistrano Valley Water District water distribution system east of the I-5 Freeway. In a future phase, the Desalter Facility is anticipated to expand capacity by an additional 2.9 mgd for a total facility production capacity of 8.0 mgd.
