Document Description
The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement number 1600-2017-0076-R6, pursuant to section 1602 of the Fish and Game Code to the Project Applicant, Noble Creek Meadows LLC, as represented by Jack Vander Woude. The Noble Creek Meadows project consists of the construction of 274 single-family homes over an approximately 92-acre area, including the construction of water quality basins. Project activities include grading and filling of ephemeral streams and a small area of Noble Creek Channel within the Project area. All existing natural resources within the site would be permanently removed except a 2.72-acre narrow, linear area along the northwest portion of the site boundary adjacent to Noble Creek, which will be avoided and conserved in perpetuity. In addition to Noble Creek, other stream resources are located onsite, including Drainage A. In the developed condition, all stream resources will be conveyed in a subsurface storm drainage system into Noble Creek Channel. The Line B storm drain is the proposed drainage outfall structure into Noble Creek Channel. Noble Creek Channel, along the northwest border of the Project site, will largely be avoided. Riprap with filter fabric will be buried along the Project’s margins within Noble Creek Channel, but these structures will be located outside (on the development side) of a 2.72-acre avoided and conserved area. A recreational, open-space area is planned along the margins of the Noble Creek Channel within the development. Some areas of Noble Creek Channel will be temporarily impacted by Project activities and these areas will be restored. The Project will permanently impact a total of 0.584 acres (including 0.015 acres of Riversidean Alluvial Fan Sage Scrub along Noble Creek) and temporarily impact a total of 0.182 acres of stream.
