The "Fresno 40" site is planned and zoned for office development by the 2025 Fresno General Plan and the Woodward Park Community Plan. Zoning is R-P/UGM and C-P/UGM. The applicant proposes to amend relevent land use plans and rezone the site to allow development of a mixed-use project consisting of a community shopping center (including a supermarket), offices and mixed retail use, and approximately 20 residential units developed as upper-floor rental or condo units.
