Document Description
The Marine Life Management Act (MLMA) sets sustainability as an overall goal for the fishery management system (Fish and Game Code (FGC) section 7056). Within the definition of sustainability, the MLMA includes not only the maintenance of fishery populations, but also the fullest possible range of present and long-term benefits, ecological benefits, and biological diversity (FGC section 99.5). The MLMA calls for achieving its primary goal of sustainability by meeting several objectives: -preventing overfishing, -rebuilding depressed stocks, -ensuring conservation, and -promoting habitat protection and restoration To this end, fishery management plans (FMPs) must contain measures that will be used for the conservation and management of the fishery (FGC section 7082). Among other measures, the MLMA mentions area and time closures, size limits, gear restrictions, and restricted access. The Department proposes to meet these requirements and the goals and objectives of the Nearshore Fishery Management Plan (NFMP) by employing five management measures. Each of these measures addresses an aspect of fishery management; together they form an integral approach to meeting the MLMA guidelines for sustainability.
