Upon completion of an agreement between the Department of Water Resources and Rosedale Rio-Bravo Water Storage District (RRB), RRB will sell 19,000 acre-feet of water to the EWA and will provide an additional 45,000 acre-feet of groundwater storage capacity for EWA water, RRB will also provide 5,000 acre-feet of recovery capacity in 2001 and 15,000 acre-feet of recovery capacity in 2002. The 19,000 acre-feet of water being sold by RRB is banked water from an existing Friant Kern account. If the Department elects to use the storage capacity leased under this agreement, the Department would deliver water for storage between December 2000 and March 2001 via the California Aqueduct and the Cross Valley Canal. The recovery of banked water would involve delivery into San Luis Reservoir by an exchange of SWP entitlement and/or direct pump-back into the California Aqueduct, and would be available under any level of SWP allocation to RRB. RRB will require a 30 day notice before recovery begins. The stored water would be EWA water that the Department acquired from RRB or from other participating water agencies and districts north and south of the Delta. The Department would be responsible for all costs to deliver EWA water to the Cross Valley Canal turnout of the California Aqueduct. EWA water delivered into RRB's groundwater storage area will be subject to 15 percent losses. If 45,000 acre-feet is deposited, then EWA would only be entitled to recover 38,250 acre-feet for later use. No new facilities will be constructed under this project.
