Document Description
The objective of the interim measures is to provide an impermeable layer that will eliminate the immediate exposure potential to hexavalent chromium from the exposed soil at the north end portion of the site. Paving Plan activities include weed abatement; site grading; and installation of an asphalt cap on approximately 52,000 square feet or 1.2 acres. The interim control measure is necessary because site is in close proximity to Suva Elementary School and is located across the street from residences. The duration of the project is estimated to be no more than 15 working days. This project will be conducted under authority of an Imminent and Substantial Endangerment Determination, in accordance with California Health and Safety Code, Section 25358.3(a)(2). Asphalt concrete shall be spread over the exposed soil until a minimum 3-inch thickness is achieved. Crushed aggregate base shall be used in areas where local surface soils are not observed to compact well, or where imported fill material is needed for site grading. A paving machine and smooth drum roller shall be used to compact the asphalt concrete and finish the top surface.
The following hazardous constituents have been identified in the soil or groundwater at the site: cadmium, chromium, hexavalent chromium, tetrachloroethylene, and trichloroethylene. Future site activities include a Remedial Investigation and Feasibility Study and a remedial action as soon as necessary. Those actions will be considered a separate project for which a Remedial Action Plan and a CEQA Initial Study will be prepared.
