Work conducted under the Rapid Response and Eradication Program includes: 1) Establishment of a stakeholder cooperative for evaluating program needs, assessing actions, and obtaining input essential for implementing the eradication programs; 2) Completion of surveys and investigations to identify the locations and extent of infestations; 3) Implementation of laboratory and field investigation to develop and refine eradication methods; 4) Imlementation of eradication programs; 5) Implementation of public outreach programs to aid the expansion of effective surveillance for this species and to educate the public as to the risks of introductions of exotic species.

Reasons for Exemption
The Rapid Response and Eradication Program is an emergency response to infestations of Caulerpa taxifolia that can grow and spread rapidly in all marine and estuarine waters along the coast of California and into Mexico and southern Oregon. Failure to eradicate the known infestation promptly and effectively will likely cause the infestation to spread and become uncontrollable within the marine waters of the Pacific Coast (CEQA Guidelines 15269). The short-term minor alterations to the habitats that are already infected will protect and maintain the long-term health of areas not yet impacted by the infestations thereby providing an improved condition over taking no action to stop the spread of alga.
