AT & T proposes to construct, operate, maintain, and terminate a fiber optic telecommunications system from Lamesa, Texas to Los Angeles, California. As proposed, the project would cross federal, state, and private land. This Environmental Assessment has been prepared to support AT & T's application to the United States Department of Interior, Bureau of Land Management for a right-of-way grant to construct, operate, and maintain the portions of the project that occur on public land. A Plan of Development has been prepared in accordance with BLM requirements outlined in BLM Handbook H-2801-I, Rights-of-Way Plans of Development.
