It also provides goals, objectives, and policies to guide the identification and implementation of future transportation improvements for all modes, including: public transit; highways, streets and roads; bikeways and pedestrian; passenger rail; rail and truck commodities movement; transportation systems management; transportation demand management; and aviation.
