In 1994, the City of Roseville (City) adopted a bicycle master plan (BMP) to address issues such as bicycle commuter needs, recreational needs, interconnectivity of the bikeway system with adjacent jurisdictions, implementation of the bikeway system, funding, maintenance, environmental issues, and safety. After 7 years of operating under the BMP, the city now proposes to update that plan to provide a status report on implementation, incorporate changes in the City's boundaries and bikeway system since that time, and position the City for future funding. The purpose of the BMP is to provide a systematic approach for expanding the City's bikeway system for recreational and commuter purposes through planning, designing, funding, and constructing bikeway facilities in Roseville. Also provided is a prioritized list of bike routes and paths that, when created, will provide residents with a bikeway system that will make bicycling safer, more convenient, and more enjoyable for all bicyclists. The BMP update would allow the City to: * continue planning, constructing, and maintaining the bikeway system; * add and adjust routes to meet the current and future needs of city residents; * identify routes that have been built or approved since the 1994 BMP was prepared; * meet state and federal funding criteria; and * conduct programmatic environmental review under the State CEQA Guidelines.
