- The Central Valley RWQCB is issuing a section 401 Water Quality Certification for the subject Project. The 2017-2022 Temporary Barriers Project (TBP) will consist of annual construction, operation, and removal of the Middle River (MR), Old River near Tracy (ORT), Grant Line Canal (GLC), and Heald of Old River (HOR) spring and fall rock barriers. The project reduces adverse water level impacts (i.e. minimum tide elevations) caused by the State Water Project and Central Valley Project export pumping on local agricultural diverters within the South Delta Water Agency.
