Draft EIR/EIS for a Planned Multi-Family Residential Development

"Courtyards at Arcata" is a planned multi-family residential development has been proposed for an approximatley 11.6 acre site located off Boyd Road near the intersection of Highway 299 and Giuntoli Lane in Arcata, California (Figure 1). The development will occur entirely within two assessor parcels: Parcel 1 (APN 507-121-15) and Parcel 2 (APN 507-301-25). Parcel 1 is 5.6 acres and Parcel 2 is 5.2 acres. Parcels 1 and 2 will be subdivided into four new parcels, one of which will be conveyed to Northern Humboldt Unified School District (Figure 2). The entire development will be implemented in four phases: 1) a 64-unit affordable multi-family housing project; 2) a drainage retention area; 3) a dedicated street right-of-way; 4) a 1 acre community park; and, 5) a 2,500 square foot community building The construction of Phase I will occur between the years 2001-2003. Phase II will develop approximately 2.0 acres (Area D) consisting of up to 44 market rate multi-family apartments or Senoir Housing (affordable, assisted living, or convalescent). The construction of Phase II will occur between the years 2002-2005. Phase III will convey an approximately 1.4 acre (Area C) portion of Parcel 2 to Northern Humboldt Union High School District for use as school bus parking. A lot line adjustment will incorporate this propery with adjacent property (APN 507-301-30) owned by the School District. Phase III will be implemented in 2002-2005. Phase IV will develop 1.09 to 1.79 acres (Area B and/Or A) consisting of up to 48 market rate multi-family apartments or up to 48 senior housing units. If Area A is not incorporated into development of Phase 4, it will remain as a single family residence located on a .7 acre portion of Parcel 2.
