Document Description
This application is an amendment to a Use Permit (UP 93-39) for Mineral Resources, LLC, which currently allows for the operation and reclamation of a silica sand mine. The amendment is to allow for the construction and operation of a 4.2 mile water-based, sand-slurry pipeline, and associated equipment, to transport mined sand from the Mineral Resources mine site to a terminal located within the City of Oroville at the southeast corner of the State Route 70/Garden Drive interchange. The pipeline will be constructed of High Density Polyethylene and will include a 12-inch sand slurry pipe, a 12-inch water return pipe and electrical power conduit. Booster pumps will be located along the pipeline route. The applicant may alternatively utilize air instead of a water slurry, to transport sand in the pipeline. The proposed pipeline amendment will eliminate the use of the trucks for hauling sand from the mine site. The pipeline will be constructed at ground level on the Mineral Resources property. A 40 inch deep by 30 inch wide trench will be used to bury the pipeline on DWR land. The trench will be filled and graded to match the surrounding surface and original use.
