Approval of a Removal Action Workplan (RAW) to excavate and dispose offsite soils with concentrations of polychlorinated biphenyls (PCBs) from 15 residential backyards. The yards border the General Electric Company Site (5441 International Boulevard) which is the subject of ongoing investigation by DTSC. The top two feet of soil would be removed from each backyard to achieve the health-based residential cleanup level of 1 milligram/kilogram PCBs. The goal of the removal action on these backyards is to achieve risk levels for soil that are acceptable for residential use. This PCB cleanup level corresponds to a non-cancer index of less than 1 and an excess cancer risk of between 1x0-5 which are considered acceptable levels of risk for residential use. All remedial activities will be conducted from the site. The excavation, soil loading and soil transport equipment will be stored on the Site. The Site perimeter fence and the individual property line fences will be removed to access the rear of each yard. Approximately 250 cubic yards of soil will be excavated and removal from the backyards. Confirmation samples will be taken to assure the PCB cleanup level has been met. The excavated soils will be stockpiled onsite and transferred to roll-off bins before the end of each day for transport to appropriate disposal facilities. The excavations will be backfilled with clean soil. The backyard's landscaping will be restored and the fence will be replaced.

Reasons for Exemption
The project will not have a significant on the environment because: 1. The project is of limited areal extent and short. 2. the volume of soil that will be excavated and transported to permitted disposal facilities is small (approximately 250 cubic yards). 3. Any stockpiled soils will be covered and contained within the Site to avoid potential offsite public exposures. 4. The backyards will be remediated to residential standards; land use will not be restricted after the remediation. Air monitoring will be conducted within and downwind of the excavation. Dust control measures will be implemented as necessary, such as water spray, dust suppressant or reduced equipment travel speeds. 6. A temporary fence will be installed between the work area and the houses to reduce visual nuisance to the residents. 7. A Health and Safety Plan will be implemented to ensure that the workers and the public will not be exposed to airborne contaminants. 8. A transportation plan has been prepared for the safe transport of the contaminated soils to permitted disposal faciliites. Transportation routes have been selected to avoid nearby schools and residential areas to the degree feasible.
