Document Description
Adoption of an ordinance to reauthorize Measure A and Amendment of the Growth Management System, an Element of the Napa County General Plan. The Napa County Slow Growth Initiative (Measure A) was adopted by voters on November 4, 1980. Measure A limits the number of residential building permits that may be issued each year to approximately one percent of the existing residential base, or the rate of growth of the nine-county San Francisco Bay Area, whichever is less. Measure A also specifies that at least 15 percent of those housing units permitted each year shall be for housing capable of purchase or rental by persons with average or below average income. Unless the County takes steps to extend Measure A, it will terminate on December 31, 2000.
