Document Description
The proposed project is approval of a Removal Action Workplan (RAW) for the cleanup of soils contaminated with polychlorinated biphenyls (PCBs) and petroleum hydrocarborns. Cleanup will be confirned to within fenced areas of two electrical substations. The project consists of excavation and off site removal of PCB contaminated soils at one substation and the addition of microbial nutrients to soil at a second station contaminated with petoleum hydrocarbons. Excavated soils will be diposed at a class I landfill and concrete will be used to backfill the excavations.

Reasons for Exemption
The project will not have a significant effect on the environmental because 1. The project is of limited areal extent and short duration. 2. The volume of soil that will be excavation and transported to permitted disposal facilities is small, approximately 7 cubic meters. 3. All excavation will occur within the constraints of a fenced substation which is within a fenced a secured government facility. 4. Excavated soils will be placed in drums and sent to a facility with a permit to dispose hazardous waste. 5. The site use is restricted and there is no charge of use envisioned for the indefinite future. 6. A Health and Safety Plan will be implemented to ensure that the remedial workers and NASA employees will not be exposed to airborne contaminants. 7. the Health and Safety Plan will be in accordance with state and federal requirements Title 8 CCR 5192 and 29 CFR 1910. 120. 8. All hazardous waste leaving the site will be handled by a registered hauler and under manifest. There is a direct access from Moffett Field onto Highway 101.
