Document Description
A Draft Environmental Impact Report (DEIR) has been prepared to address a proposal by the Olivenhain Municipal Water District (OMWD) for the construction of two water storage reservoirs and associated pipelines within the unincorporated portion of the County, in and around what is generally known as Santa Fe Hills. Phase I activities include grading the site for two reservoirs, installation of the pipelines, completion of access roads, construction of one storage reservoir, and associated disinfection system. The construction period would be approximately one year for Phase I. The second reservoir would be constructed during Phase II, in five to eight years, when additional anticipated water demands are realized. The OMWD prepared a Comprehensive Water Master Plan in January 2000 and verified the need for additional water storage capacity in the southern portion of the District Usage within the San Dieguito Valley exceeds the original demands that were estimated for domestic and irrigation use. The project would: (1) increase peak demand and provide additional short-term water storage, (2) increase and improve fire storage ensuring that recent changes in fire flow requirements are met, and (3) optimize hydraulic requirements by using gravitional flow. The major issues addressed in the EIR include biology, visual quality, and cultural resources. Significant but mitigable impacts would occur to biological resources.
